Based on my research, I'm under the impression that CBP simply stands for Customs and Border Protection associated with the importation of cosmetic products or ingredients.
This is precisely what comes up if you run a google search for "cbp ingredient name".
I would, however, still encourage you to take the product into a pharmacy for a second opinion if in doubt, just to be on the safe side.
Can you give an example of how it's listed on your product label among the other excipients?
