Yes, that is a pretty ambiguous statement, however, the reason they word it that way is because many people take medications with just a sip of water, not realizing that they work better and disperse more quickly in your body if they are taken with larger amounts of liquids.
Thus, unless your doctor instructs you otherwise, you should take it with, at least, 8 ounces of water.
