Naproxen is not a narcotic, but it can be used for headaches. The reason why anti-inflammatory drugs work so well for pain, is because pain is caused by (or is a direct result of) inflammation.

Yes, you can take it for headaches. I get really bad headaches and I take one Naproxen and two IP it takes about 10 min and then my headache is gone.
