Why Not Included In Victoza Patient Help Programs?

I am on medicare. After six months each year, the cost of Victoza throws me into the donut hole. I cannot afford the $1800 cost for Victoza for July through December so I do without, much to the dismay of my physician. (I start back taking it in January.)

Are there any programs which might assist me for the last six months each year?

Note: Novadisk has two patient assist programs, but for reasons I cannot fathom those of us on Medicare are specifically excluded from these programs. Together, my wife and I earn 340% of the federal poverty level for a family of 2. Thanks.
