My TSH level is 9.122, T3 level 1.01 and T4 level 8.14. I am not overweight. Is treatment required or not? I am a 60 year old male.

I'm 23 and I have vitamin D deficiency. I took medicine for it and after 4 months my level is at 17. What is wrong? And now I'm also worried about my TSH level as well, which is 0.637 miu/l. Is it within a normal range?
