The U.S. Pharmacopeia has contact information for reporting such problems and issues, so you should probably contact them, first:

12601 Twinbrook Parkway
Rockville, Maryland 20852–1790, USA

Phone: 1–800–227–8772
+1–301–881–0666

It can also be reported to the FDA at:

1-800-FDA-1088

Once you have done that, to make sure attention is brought to the problem, record all the information you can about it, including pictures, if you can, of what the bottle says the dosage is and the pills themselves, as well as all information on what you should have gotten.

Then, go back to the pharmacy and insist on speaking with the manager.

If you let them know you have reported it, already, as well as kept your own record, you will make it much harder for them to just sweep it under the rug!

Anything else I can help with?
