No, it is not safe to cut these ones, that's why they don't have a score line on them. This is a time released formulation of Morphine and cutting the tablet could result in your receiving too much of the narcotic at once, which may result in overdose.

Actual thats not true for these pills. The time release is all through the pill. What they are speaking of are the coated ones like the M ones. Plus seeing it would be 15mg taken orally the max amount of morphine they would receive is 8mg if the time release were defeated. These types of time release gel-up when they come into contact with liquids binding the morphine to the waxy matrix residue.
