How Can I Lose Weight My Upper Body Only

I have been taking phentermine for more than a year.. to the point where in one day I would lose 3-6 pounds, and gain it all back in one meal (sometimes).. Now my symptoms are bad..very bad.. I get bigger/fatter and sometimes swollen by the time the medication Phentermine wears off.. and this only occurs on face, upper arms, back, neck and one leg.. mostly it happens on my left side of my body and face.. I don't know if its water retention, it could be.. what can I do to prevent this? I have lost about 40pounds on phentermine... but I have been retaining so much liquid to the point where I look like I have gained so much weight when actually if I weigh myself I weigh the same and haven't gained any weight..
