Hydrocodone does not come in a cream. I believe you're talking about Hydrocortizone Cream.

On top of what BL said, no Hydrocortisone in the cream is a topical steroid used to treat skin rashes and allergic reactions.

And no, it should not cause blood thinning, because you usually don't absorb much of it. Side effects are usually limited to topical reactions, such as skin irritation and redness.
