High Sperm Count But Low Percentage Of Active Motile

Hi, my sperm test details are : total count - 104 mn/ml, active motile - 6%,
moderate - 70%, sluggish - 16%, non motile - 8%
Morphology ( abnormal sperms ) -1%
The doc says that 6% active motility is less and issue, my question is considering the high sperm count which makes the absolute no of active adequate. Then how can this be an issue?
