I bought bidrociral hidroclorotiazida in Mexico and was told it was to eliminate water retention, I've been taking them for three days, is that true?

I was prescribed lisino Hctz 10-12.5 tablets in the USA and bought the tablets Lisinopril 10 mg and
Hidroclorotiazida 25 mg. I was told in mexico to cut the 25 mg in half. This would equal what i was prescribed in the USA. I just wanted to confirm.
